So, it looks like Visual Studio 2010 should have a Code Contract tab in its properties. I can not find it anywhere. Maybe this is a problem with installing Visual Studio? I am launching the RC version.

First you need to download and install code contract . Even then you will receive a check of contracts at runtime. Static verification requires a premium edition of the visual studio.
Have you really installed Code Contracts from DevLabs ?
