Does SQL Server have an Oracle PL / SQL package equivalent?

I was wondering if SQL Server has the equivalent of Oracle PL / SQL package? It is very nice to create your sprocs, functions, etc. In the package.

I don’t know if the pure equivalent of T-SQL is, but you can create all your procedures, functions in the .NET assembly and use it in SQL Server 2005 and higher.
