Bluetooth development on windows

I need to create an application on a window computer that will communicate with a portable device via bluetooth ... I am new to bluetooth, so I was wondering which APIs and drivers were available on Windows ... I know that on Linux and OSX has a bluez stack, but not so much about Windows.

and also i need to transfer this data to the web application ... any suggestions on how i start with this thing?

There is a library that I support ... http://32feet.net :-) We support MSFT Bluetooth and Widcomm Bluetooth on Win32.

Depends on the Bluetooth stack. The Microsoft stack is introduced in Windows XP Sp1 and is available using the Windows Wireless SDK . Other Bluetooth stacks, many of which precede Xp Sp1, may require an SDK from the stack provider.
