Can i use glibc under windows?

Is it possible (or would it be) to use glibc under windows (as a replacement for msvcrt)? I know this is a stupid question and answers like cygwin will appear, but I really ask: is it possible to reference glibc on windows and use all library functions, for example, using msvcrt?

glibc is used to work with different * nixes once, these days glibc is quite specific for Linux. This will not work on windows.

A possible workaround may exist: if someone combines http://0xef.wordpress.com/2012/11/17/emulate-linux-system-calls-on-windows/ with http: //www.musl-libc. org / and compiles the source code with gcc against musl libc instead of glibc. So, I do not understand why no one writes such an analogue of glibc for Windows. :-(
