How do I enable Dynamic Content for the start page?

On the start page for Visual Studio 2013, there is a "Ads" section.

This section says:

Stay up to date with Visual Studio news. Turn on dynamic content to see ads.

My question is simple: where can I enable "dynamic content"?

There is also a "Product Video" section. The following message appears below it:

We have a lot of great content to show you, but we need your permission to update it.

Is this enabled if you have enabled "dynamic content"? Or is there another parameter that I need to enable?

In Visual Studio 2013, to enable dynamic content displayed on the start page, follow these steps:

• Tools → Options
• In the node section, select Run
• Check the box next to “Download each content” and select your interval.
• Click OK

Your content should immediately begin to fill up.
