In your trac configuration, you need to grant TICKET_CREATE permission to the anonymous user.

Go to "Admin"> "Permissions", then give "anonymous" privileges (actions) TICKET_CREATE and TICKET_MODIFY.

Configure the trac site to allow anonymous (without actual login) login. Grant the anonymous user permission to create only tickets and possibly view existing tickets if you wish. But deny all other permissions.

The trac plugin makes this pretty easy.
