Try http://www.lowagie.com/iText/ . It can recognize the version of the downloaded PDF file and can also create a PDF file. This is open source, but I'm not sure that they support exactly the version of PDF you mentioned.
Or try www.validatepdfa.com - not open source, but a 100% free online validator.
