Website Performance Monitoring Tools

I have websites that we tune for performance and would like to know if anyone has a good tool for monitoring secure websites? I am looking for a tool that can enter a website and check out a few links and performance. At least one of the links will have access to another web product using single sign-on. I would set it to check the site every 5-15 minutes, record how long each page takes to render in the browser, and send a warning if something goes wrong. Did you use something like this that worked well (or very badly)?

I used a great tool for monitoring websites, databases, Windows services, smtp, ftp (etc.) called ipmonitor from SolarWinds http://www.solarwinds.com/products/ipmonitor/

I like Alertfox.com

He has The best web transaction performance monitoring for all 15+ services that I tested. They also have decent free plans if money is a problem.

IBM has created a product called IBM Tivoli Composite Application Manager for Response Time that does exactly what you want.

This is pretty good, but not cheap.

Edit: I think another publication was devoted to a development tool - this is more for monitoring production systems, which I think want what the poster wants.
