What I found about this problem:
I created a simple Android game with the Google gaming service. When I test my game, the multiplayer mode works fine, I can create a quick game or invite friends.
But the last few days I can not initialize multiplayer. I always get this error:
Error: onRoomCreated, status 4
State 4: A network error occurred while trying to get fresh data, and the data was not available locally.
Ok, I turned off real-time multiplayer in the developer console, and now the error is:
Error: onRoomCreated, status 6003
Status 6003: This game does not support multiplayer.
This means that all my client IDs and testers are set correctly, and an error occurs with a network connection.
I created a new game in the console of the game services developer and connected another Android application with a different application identifier, but received the same status error 4.
I am trying to delete the cash data of the Play Game and Play Market applications and reinstall all the updates. The error is the same.
I'm trying to unlock game achievements, and it is UNLOCKED correct and show them in the game description in the Google Play Game application.
I downloaded several applications from the play store and received a Play Games error message when creating an online game. I read application reviews and some people write about this error.
I create a VPN connection and try to start multi-user mode, and everything works fine! The game room is created without errors!
What I found:
If I try to initialize multiplayer without a VPN tunnel, there is an SSL error in logcat

With the VPN tunnel, the SSL connection starts normally, they provide connection information and a multiplayer game.

Nexus 5, Android 6.0.1, Google Play Games (5.5.81), Play Market (9.3.14-all)
Nexus 5X, Android 8.1.0, Google Play Games (5.5.81), Play Market (9.4.18-all)
The factory reset device also did not help.
In my build.gradle file:

and version 11.8.0 does not work either.
This problem arises not only with the mobile Internet network, but with the wired Internet (via Wi-Fi connection) it does not work.
I create a VPN tunnel using the Turbo VPN android application, and the multi-user mode works, but not with all countries, for example, if I collect VPNs through the USA and the Netherlands, there are no multi-user works through the UK and Germany.
And the most important thing: 7 days, but Google did nothing !
