Modern C ++ for 16-bit binaries?

This is a stupid question, but ... I recently played with djgpp and was surprised that it is possible to compile / link modern C ++ 17 code with 32-bit dos binaries. Mingw covers win32 and win64. But there is a gaping hole regarding victory16. Are there C ++ 17 compilers capable of creating 16-bit code (for dos, windows, or any other os)?
