Unable to edit CSS STYLE properties (grayed out and locked) in chrome

I am experiencing (previously not seen) something strange. When I enter the site (the site under the question RunForGithub.com ) for the first time and open the Chrome Inpsect console, then I can change the css properties on the fly. However, when I refresh the page (F5), I can no longer change them:

enter image description here

the property area is grayed out. BUt, this happens only with a specific file loaded only ( runforgithub.com/_styles.css ), and not with other .css files. Is it really annoying, any ideas?

Closing dev tools and opening it again fixes this temporarily. Here's the official bug report: https://bugs.chromium.org/p/chromium/issues/detail?id=796629

This has been approved as a bug and will be fixed in the near future:

I had this problem for the last couple of days, it was a CSS rule that put everything on the floor.

 .myelement { background: black url("") center/cover no-repeat; }

Yes, you saw this little terrible mistake!

 .myelement { background: black center/cover no-repeat; }

Just deleted the URL, and everything returned to normal for me.

It is strange that the SASS auto-compilation does not seem to be upset by this rule.
