You need to send at least one screenshot with a 7-inch tablet and one 10-inch tablet to your store’s list on the Google Play console.

For the app to appear in the "Designed for Tablets" list on the Play Store, you must upload at least one 7-inch and one 10-inch screenshot. If you previously downloaded screenshots, be sure to move them to the desired area below.

Google Quality Guides say: "To target minSdkVersion applications minSdkVersion value is less than 13, the <supports-screens> element must be declared with both android:largeScreens="true" and android:xlargeScreens="true" . " This is included in the <manifest> element of AndroidManifest.xml , for example:

You should check out optimization tips . It will definitely tell you what is missing in your application.

In my particular case, the message started minSdkVersion when I raised minSdkVersion to 19. The optimization page showed that I did not have enough resources for tablets.
