Response-native cannot connect to bintray

It appears that action-native (React Native v0.23) cannot connect to bintray.

FAILURE: Build failed with exception.
Failed to resolve all dependencies for ': classpath' configuration. Failed to download protobuf-java.jar (com.google.protobuf: protobuf-java: 2.5 +0.0) Failed to get the resource https://jcenter.bintray.com/com/google/protobuf/ Protobuf-Java / 2.5 .0 / Protobuf-java-2.5.0.jar. Has anyone found a solution?
Steps are what I followed.

Refresh . Now make the following error:
There was a problem setting up the project: app.
