What is the difference between H.264 video and MPEG-4 video?

Are they the same? Is the H.264 MPEG-4 Codec? What if I need to convert FLV to H.264 high definition video format? I want to make online streaming TV and want to use PHP or Python.

H.264 is a new video compression standard that has more advanced compression methods than MPEG-4 basic compression. One of the benefits of H.264 is its high compression ratio. This is about 1.5-2 more efficient than MPEG-4 encoding. This high compression ratio allows you to record more information on the same hard drive.
