Creating a Sandbox Account at PayPal Returns Error Status

I am trying to create a sandbox application for use in paypal checkout.

I go to the application creation page, but nothing is displayed in the account drop-down list:

As the error message says:

To create an application, you must create a business sandbox account. If you already have a business sandbox account, it may be in an error state, and you might need to create another sandbox account. 

So, I went to PayPal Sandbox> Accounts> Create Account Developer

I already had 2 predefined accounts - personal and business - (I don’t know where, because of which I do not remember their creation), and indeed, their status showed "error". I created another account, but returned with an error status. So I deleted all of them and tried to recreate the business account. In vain - it falls into the processing status, and when I update it, it says "Status: error:

I tried different options for both personal and business accounts, USA, non-USA, etc., but everything becomes erroneous. In the details of the profile account, he reports Your sandbox account could not be created. Delete it and try again. Your sandbox account could not be created. Delete it and try again.

Not sure how to create an account at all? Has anyone passed this experience successfully?

• Use the Create Account button - instead of duplication. There seem to be a number of errors if you use the Duplicate Actions method to create a new sandbox account.

Paypal - provides you with two examples when you first visit the sandbox accounts section.

If you use the Actions "Duplicate" of one of these accounts, this is a natural tendency. There seems to be a number of errors in the fields.

Software errors - he set up isolated balance> balances as my username and did not accept the email address.

It also seemed like you want to verify that the selected email address / username does not exist yet. Wait until you see green “available” text when entering your email address / username

* In general - it just seemed to me a mistake - do not rush to create new accounts. Some sloppy programming and management part of paypals. Big surprise. 0_0

* It took several attempts — removing the test sandbox I was trying to create — and then starting again and retrying.

It is likely that these errors will eventually be fixed - but for today (August 09, 2017) this is what worked for me. And the errors mentioned.
