From the point of view of the user; based on this discussion I assume that there are many hard-coded rules in PayPal, and this is just one of them. These seams for me, like this, cannot be undone by the user. If you need to pay someone immediately, it might be worth doing it manually and then requesting a refund for resending to PayPal.
