When investigating network capture, we observed an answer received when the question was asked for the first time: 500: Internal server error with a message like "message failed to send"

Do you run a bot in Azure? If so, make sure you have AlwaysOn enabled; otherwise, the web application will be unloaded if it is idle for a certain period of time. this for a similar problem.

Always on . By default, web applications are unloaded if they are inactive for a period of time. This allows the system to save resources. In the main or standard mode, you can enable Always On so that the application is constantly loading. If your application runs continuous web jobs, you must enable Always On, or web jobs may not work reliably.
