Java.lang.NegativeArraySizeException when using URLConnection

I am trying to create a Telegram bot, and my code is already working, but suddenly I can not start my program, because it crashes with the following error. I did not change any code and did nothing.

Perhaps this is an operating system error?

Check your version of NSS libraries, nss 3.28 seems to break the stuff for java. This also happens with gentoo: https://bugs.gentoo.org/show_bug.cgi?id=605430

Switching to nss 3.27.x fixed it for both me and others.
