What is the URL of the application that SoundCloud is looking for in an API form?

I am trying to access the SoundCloud API. This is a 2 to 3 week process, and I have been rejected now several times, and this delays the development of my application and the launch date. The answer I get is general and unclear as to why I was rejected.

Thank you for registering the SoundCloud app. We are currently unable to provide you access to our SoundCloud Developer Program. Your application was rejected for one of the following reasons:

You have not provided sufficient information in the form so that we can view your application. You have provided an invalid email address or SoundCloud profile. Your application does not comply with our API Terms of Service.

The only thing I can think of is that the URL they are looking for is incorrect. Hence my question:

When the form asks for the address of the application. What URL is accepted? I hosted our app website, our localhost 8888, our app url id?
