ToolTip not showing in WPF shortcut?

In the application, I am trying to install the Tool-tip on the Label control. Please find the XAML part, suggest fixing the problem, if possible. So far I have tried many tricks (e.g. IsEnabled, IsHitTestVisible, control pattern, background settings ...), but could not display the tooltip.

Explicit style. The Style property is set directly. In most scenarios, a style is not defined by an inline, but is instead referred to as a resource using an explicit key. In this case, the Style property acts as if it were a local value, item 3 of priority.

Since a style is defined as a local value, it takes precedence over the next local value.

Add a tooltip to your style and add the text you want it to work with your dynamic resource

UPDATE

Looking at your code, it’s clear that your shortcut is simply covered by a transparent grid, so your manipulator never copes with this. Put, Panel.ZIndex = "1", and it will work as it will bring your shortcut in front of everything.

I would also look at the MSDN website if you plan to use more than one zindex to solve your problem, just to find out more about it.

You can draw a tooltip by overriding the ToolTip control template, as in the question How does WPF tooltip style like a speech bubble?

The position of the next image (attachment.png) was placed at the same position of the labels, but is not displayed due to opacity 0 (under parental control). Now I use Image Visibility instead of opacity, and this fixes my problem. thank you all.
