My application currently uses the web package, angular js, and production services.
Using the sw-precache plugin to create my worker. https://www.npmjs.com/package/sw-precache-webpack-plugin
Service staff caching is going well and I can see how my static resources are retrieved from serviceworker.js from chrome dev tools.
Now when I run the beacon report, I still get the following error:

In Dev tools, when I turn on offline, I really see the page loading. Some console errors for some third-party scripts fail. Is this the reason that you did not receive a response to the URL 200 because I have some console errors from a third party, i.e. a sample error:
GET https://fonts.googleapis.com/css?family=Roboto+Slab:300,400,700 net::ERR_INTERNET_DISCONNECTED
What exactly is this audit looking for and how can I achieve it?
Edit: I added an image of my tab to the network when I turn on offline, as I said that the page loads normally. I notice that my sw.js is loading from the disk cache, which I don't notice on other sites, so there might be something there.
