I'm trying to spend some time deploying my application with a Motorola MC32N0 device before it was smooth with the MC3190.

The error that occurs after I showed deployed:
"Bootable boot cannot be loaded."
My computer's OS is Windows 8.1. I am using Microsoft Visual Studio 2008 Service Pack 1 (SP1). The device’s operating system is Microsoft Windows Embedded Version 7.00.
I checked the problems, like Stackoverflow, took a number of steps to try to solve the problem.

Did someone follow these steps and go through this situation? Thank you so much in advance.
One detail is that it also does not connect to the device’s mobile center, and the model 3190 that I can deploy is also not connected, which shows that the device’s mobile phone is an exception to “System.UnauthorizedAccessException”, I did a reinstall, transfer to latest version 6.1 and migrate with the same error. (Also started as administrator, but without success)
