Take IISReset as a set of commands to help you start / stop IIS, etc.

This means that you need to specify the option ( /switch ), what you want to do to perform any operation.

The default behavior OR by default is /restart with iisreset , so you do not need to run the command twice with /start and /stop .

Hope this clarifies your question. Check out this MS DOS help picture that you will understand.

For IIS 8.5 and Windows 8.1, the following has been tested.

As with IIS 7, Windows recommends restarting IIS with net stop/start . Using the command line ( as administrator ):

 > net stop WAS > net start W3SVC

net stop WAS also stop W3SVC . Then, when you start net start W3SVC WAS starts as a dependency.
