I just created a new console project in Visual Studio 2015 and noticed that the project is targeting the .NET Framework 4.5.2 instead of the new 4.6.1, why is this?
The New Project screen allows you to select the target structure. This may not be so obvious:
If the expected structure does not exist, download the target package from the <More Frameworks ...> link
