The ~/Library/Developer/Xcode/iOS Device Logs directory contains a bunch of files related to 2013 (I assume these are the logs from my iOS devices that I tested), which are up to 4.3 GB. Is it safe to delete them?

Yes. This is SAFE since I ran out of memory, and I found out that Giga Bytess is used in the iOS device log.
I just uninstalled it and Xcode launches my applications without any problems.
