I found out that version 3.0.0 M2 (March 2016) of the Liferay-IDE version does not have this option in Windows settings

I installed the latest stable version (2.2.x) of Liferay-IDE, and the option to configure SDK plugins is available.

Refer to this link - https://web.liferay.com/community/forums/-/message_boards/message/72090414

Just create a new plugin project and select sdk during the new plugin project setup.
