In Tools , you have Generate JavaDoc . Read about it on the official website .

Alternatively, you can ( Intellij 15 ):

Place the cursor over the method name, type / ** and press Enter so that IntelliJ IDEA automatically generates JavaDoc stubs for this method.

Edit: You can use the Fix doc comment action. It does not have a default shortcut, but you can assign it a Alt + Shift + J shortcut in Keymap because this shortcut is not used for anything else.
