Is the Google Drive root folder identifier persistent?
Will the root folder identifier remain the same as long as the account exists?

As stated in the Working with Folders section of the api doc file:

You can use the root alias to refer to the root folder anywhere the file id is specified

This way you will ensure that you have the correct identifier for any user.
