El Capitan cannot connect to the local server through an external device on the local network

Trying to test a local web application developed on my Mac using El Capitan using my iPhone. I can pull the web application using my internal IP address on the actual Mac, but when using another device to connect to the same network it does not work. This is useful for previous versions of osx, but it has not been working properly since it was upgraded to El Capitan.

Any hints or solutions to this problem? Thanks

I have a website where my Mac works with MAMP. I could not connect to it via IP on another computer. I disabled the firewall on Mac and was able to connect by simply typing the IP address in the address bar. My turned out to be 192.168.1.69 . In order to get the actual website, I had to include the port number, i.e. 192.168.1.69:8888 . Make sure that you use your own IP address and not your public (you must run 192.168.XX or 10.XXX ). This worked to connect from another computer and from my phone.
