Rename the registry value from ActiveWndTrackTimeout to ActiveWndTrkTimeout . Then exit Windows and log in again.

This seems to have changed in Windows 8.1.

I had this problem when I upgraded from Windows 8 to Windows 10, and after some searching, I finally found the answer for the superuser , so vote there if that helps you!
