Is there a way to register hotkeys in a universal Windows application? Lost functionality when converting from 4.5 to UWP

I had hotkey settings using Windows. Input and interception, but it seems like universal Windows applications do not allow you to do this. All the libraries that I am trying to run in Nuget do not work, and I cannot use the same method of using hWnd, RegisterHotKey and hooks.

Did UWP remove this functionality?
