Cx_Oracle error - loading DLL:% 1 is not a valid Win32 application

I have a 64-bit Windows 7 OS with a 64-bit version of python 2.7.10 and installed Oracle Instant Client for a 64-bit OS, as well as the cx_Oracle package for a 64-bit version. I get an error as below
