I think that they will have a limit on the number of notifications that can be sent to one device within a certain period of time. If it exceeds the counter, they will stop calling didReceiveremoteNotifications and start throwing the error message "High Priority Push: application name - not enough resources".
I tried push with the same certificate and the same application for another device, and it worked fine (which was a fresh install).
In the documentation I can not find the restriction that they set for push notifications to the device for a certain time range.
But if you keep clicking every 5-10 minutes, then you will get high priority messages. This was tested using two devices that led to the same issue.
So be careful and give some space before clicking on these messages.
