Yes. The value is limited to 65,535 characters, the same as the MySQL TEXT column. Keys are limited to 30 characters, and the namespace is limited to 20 characters.

The current implementation of the metafield value field is the MySQL TEXT column ... the TEXT column has a maximum length of 65535 (2 ^ 16 - 1). I do not encourage you to start storing huge drops, but the limit is quite large.
