IOS internal positioning application and Wi-Fi signals

I would like to create an internal positioning system for iOS using Wi-Fi signals instead of iBeacon . I read here that the function was recently introduced. It says:

You can sign up to learn more about how you can work with Apple to enable internal positioning in your place. Provide us with basic information about your place to get started.

and this leads to Apple Maps Connect , where you provide some information about the place you want to enable for internal positioning. I sent the request a few weeks ago, and I have no answer yet, because they say that they have a large number of requests and they have priority according to several conditions.

However, I am not sure that this request through Apple Maps Connect is to get more information from Apple on how to develop an application for indoor positioning, or because you need to give them explicit permission for this, or why. Has someone already completed this process?

On the other hand, the only information related to internal positioning, other than iBeacon , applies to this sample code .

To make sure WiFi-enabled internal positioning is only available with iOS 8? Is it simple to develop it, or do you need to request any specific permission to turn on the application for determining the location in the room for Wi-Fi signals?
