The default regions available for subscription are based on the availability of resources at that time and whether the region is "publicly available"; for example, initially Brazil was available only for paid subscribers (for example, not for trial version, BizSpark, MSDN loans, etc.).
If your subscription does not have a Region, you can contact Billing Support (which is included for free with your subscription) and open a ticket requesting access to this region.

I did this myself because my two subscriptions (BizSpark, MSDN) were created in Brazil, but none of them included access to the southern region of Brazil.
The billing service managed the process of gaining access to South Africa in Brazil for my subscribers - they will open an internal ticket with a Development Plan that will fulfill the actual permit. The process is zero.
The response time in my case was less than one hour from the moment of receipt of the request from the invoicing support service in order to have a ticket created using Capacity Planning. Subsequently, the capacity planning department provided Brazil with the South for my subscription within one business day.
NOTE It should be borne in mind that not all services are available in all regions; for example, products in beta, such as Premium Storage, the latest levels of virtual machines, etc., are limited to one or two regions before they become publicly available. Brazil South is one of the new Regions, and therefore it is slightly behind in terms of available services.
