Why does iTunes Connect sometimes offer the Invite Testers option for internal testers?

The new iTunes Connect distinguishes between internal testers (maximum 25) and external testers (no more than 1000).

In different places, they say that recently downloaded assemblies are automatically distributed to internal testers using the test flight application, and this, as a rule, was my experience. But sometimes I see a menu that indicates that I need to select "Invite Testers" so that it is visible to internal testers:

What causes this?

When he does this, I cannot distribute my assembly to my internal testers, and it seems that iTunes Connect does not recognize that my project already has internal testers.

We also experienced this. Sometimes a hack that works for us turns off TestFlight Beta Testing, and then waits until it takes effect, then turn it on, and it usually outputs the latest version to internal testers.

When the Test Flight Test Test is turned off and on again, the "Internal" column will actually change to "Asset". As @ explains. The problem is that if you are already approved for external delivery, this will also cause external testers to return to the review of applications for beta applications again, so use this work with caution.
