How to send money to any PayPal account

Is it possible to send money using the PayPal API to any PayPal account (and not just to the owner of the API credentials). I know this can be done using IPN, but I need to use SOAP.

You have two main options: use the MassPay API or try the new adaptive payment API .

The Adaptive Payments option gives you a lot more control over payments and is the future direction of Paypal's APIs, so when I start if you were you. It supports SOAP, NVP, JSON, and plain XML. MassPay has a SOAP and NVP interface.

IPN is a completely different subject: https://www.paypal.com/ipn

This is a very old topic, but recently PayPal's REST API has recently been enhanced. You can specify a third-party account in the recipient object. Take a look here https://devblog.paypal.com/setting-payee/

Many things seem to be out of date. You must use PayPal Payouts .

Use PayPal Payouts to send money to multiple people at once.

To send a payment, you need to know:

  1. Each recipient's email address, mobile phone number or payer ID (encrypted PayPal account number)
  2. Amount of payment (per recipient)
  3. Currency code (one currency per payout)
