I want to develop an iOS app for indoor use, designed to help users find different rooms in an office building. I saw here that Apple now offers a way to get internal positions for iOS 8. I need Maps Connect and ask me to register there and provide some information about the place where I want to enable indoor positioning.
I no longer find the Apple documentation regarding this feature far from the sample code ( Internal positioning with kernel location ). I do not understand the procedure for creating an iOS 8 application that provides internal positioning:
1) What exactly does “place” Apple mean? Is the internal positioning function permitted for use in public buildings such as museums or stadiums? Unable to use it in a private building?
2) If I can not make the application for placement in the room in this way, what could be the alternatives? ASFAIK, the iOS SDK does not provide an API for receiving Wi-Fi signal strength, as Android does ... The same problem if I want it to work in iOS 7.
This is the first time I wanted to develop an application for internal positioning, and I'm a little lost. I read some related posts (somewhat old), for example:

But I do not have a clear idea of what the starting point for starting the development of this should be or the options that I have. I would appreciate some evidence and / or some opinions from someone who has already developed something like this.
EDIT: At the very least, I would like to know more information about the Apple function for iOS 8: if it can be used for any building, private or public, if it is more or less accurate and some kind of tutorial or guidelines that provide some steps to develop such a system, since Apple itself does not seem to provide further preliminary explanations ...
