IOS 8 and app previews

As you can now, Apple sent an email to developers last week to introduce new features in iTunes Connect , such as App Previews . This letter said that:

iOS 8 and OS X Yosemite are required to capture video with application previews.

And the iTunes Connect App Preview indicated as optional in the Developer's Guide .

So ... does this mean that App Preview is only required when submitting a version of the application focused on iOS 8? Or does it just mean that you must have iOS 8 and OS X Yosemite to create App Preview ? Can I introduce a new version of my application still targeting iOS 7 without App Preview ?
