Spring: "rails server" does not start spring?

I'm just wondering: does a rails server start spring? It seems that only rake or rails console started by spring. Is this normal behavior, or am I misconfigured something?

They carry out the rails command that you already know and love. If you run another helper command (for example, the rails server), then spring will automatically pass it to the rails executable guides (without acceleration).
