No LLC on Windows?

Question

I wanted to play with LLVM IR and install the latest version of LLVM v4 (on my Windows PC), but I cannot find llc among the installed files (I looked at the bin folder and all the others).

I wonder if this tool is unavailable or maybe it's outdated or what?
