Clicking inside the contents of the taskbar and immediately scrolling the sheet causes Excel to become immune

Question

Steps to play:

• Click something inside the contents of the taskbar.
• Hover over the sheet (do not click anything).
• Scroll the mouse wheel over the worksheet.
• Please note that Excel is becoming unresponsive.
• Minimize and then restore Excel. Note that Excel is becoming responsive again.

I was able to reproduce this using the basic Excel Add-in project template in Visual Studio.

I am currently using the latest Excel build (16.0.7726.1030).

Any workarounds?
