Why did Azure "Could not find the bot with the specified identifier" when trying to open a bot service that very much exists on the Azure Portal?

I have a problem that I can’t find any information anywhere on the Internet. I share the Azure catalog with several of my cohorts, and therefore any number of us can work on the Resource in the Portal. However, when someone creates a bot service, no one can access this resource. Keep in mind that no matter who creates the Bot Service, he can do whatever he wants with it, but someone else will see the error "Unable to find the bot with the specified identifier." (It is written as is.) This error message is shown in a prompt box (with an "OK" button) over a blank screen (in the context of the Portal window).

We know that there are no problems with permissions, since everyone has full access to everything, and the problem seems only to the bot service resource.

UPDATE

All is correct; therefore the problem has been resolved. To avoid this error, I had to go to dev.botframework.com (where the MSDN Bot Framework bot servers are located). Then I went to the "Edit" section of the details panel on the bot information page:

Then I added the email addresses (corresponding to the corresponding Azure accounts) of the users whom I wanted to have access to the bot to the Owners Administrators list:

And all this was for him. It would be much easier to find out if there was a better error message! Jeeeeeeez.
